A Futures based perspective on Operations
What we do
The Urban Public Safety Practice provides a futures based perspective on the security options available to planners, operators and public safety management to enable them to plan and conduct Public Safety operations. Services include audits, workshops and tabletop exercises of existing and future plans and operations, enabling an external analysis to support current and future operations. On-site consulting services provide increased capacity to update or improve existing policies and practices and remote access to oversee ongoing changes and improvements.
Feature Client
On-going work with the 17 jurisdictions of the Hampton Roads Planning District Commission, making up the largest urban population in Virginia. Cordillera provide on-site consulting to the Region’s Public Safety City Management and their Emergency Operation Centers.Â
Design
Audits, workshops and tabletop exercises, pre-election evaluation and workshops, support to unmanned aerial vehicle programs and the provision of a Common Operating Picture (COP). This COP is linked to communication networks design to better enable Emergency Operation Centers to share data and better coordinate beyond jurisdictional boundaries during emergencies.
The Value of Table Top Exercises
A key activity is a series of Table Top Exercises which enable the participants to tackle a scenario based real world issue and work through the types and levels for coordination decision making required and to scope the availability of communications systems during different types of emergencies. The Table Top Exercises target different levels of Emergency Management decision makers in order to focus the group on that specific level of decision making, but uses a common scenario for the different levels of management in order to reduce the ‘training bill’ and time required to make the exercises productive.
The output from these Table Top Exercises feeds into the design and population of a Regional Coordination Base Plan, which lays out the Who, When, Where, What etc of the processes used by the management and staff during the Table Top Exercises. This ensures that there is a common understanding across the Region’s Emergency Management staff and can be referred to for staff training purposes and during real time operational events.
Additional to the Hampton Roads Planning District Commission, Cordillera have provided public safety evaluations and workshops for the cities of Denver and Aurora, public universities and urban events planners across Colorado, safety training and large scale event rehearsals for Virginia Beach, Newport News and elsewhere.
